HECS debt reduction expressed as water.

Drawn in response to an article about the Labor Government’s plans to implement their promise to reduce student HECS (Higher Education Contribution Scheme) debt.  While it is a start it is only a tiny drop.  I have always been opposed to HECS fees as it makes a mockery of the notion of free education, hopefully this will be the beginning of a phaseout of HECS fees.
